Suggested flow:

1. From the Brainstorming page, team creates Suggested User Stories for the product owner to review
2. Product Owner will enter the actual user stories into Jira that the team will work on
   1. These may be taken from the team's Suggested User Stories page
   2. These may be stories created directly by the Product Owner

Determined Flow as of 3/19/2018: 

The User Stories will not be created in Confluence.  We will enter the stories directly in Jira and the Product Owner will decide if they should be worked on or rejected from there.

Update 3/21/2018:

Stories will get created here and will be automatically linked to Jira.  The team needs to figure out how to set-up that configuration.

Update 4/02/2018:

Clarification from 3/21 update:  Suggested stories will get created here in Confluence.  The suggested stories will get reviewed by Lora (product owner) and the team.  Stories that the team will work on will then get copied/moved into Jira.
