It is important to note that the images used in Confluence are uploaded to the server.  Once they have been uploaded once they can be used again in another document.  These instructions use existing images that were already uploaded and used in another document.

 Edit your document or create a new one.

Place your cursor at the location you want the image to be placed within your document.

Select the "Insert files or images" icon

Enter that name of of the file that contains the image, Click search, Select the file, and Insert.

You may have to resize the image.  Just change the number of px.

If this is going to use "mouse over" text then select Properties, Title, Enter text, and save.

It will look like this when you move your cursor/mouse over the image.
